Statistics Canada released a publication in August 2022 titled Gambling in Canada. It found that 64% of Canadians in 2018, 15 or older, reported gambling at least once the previous year. This included instant win lottery or online games, electronic gambling machines, and casino table games.

While it’s well-known that Canucks love their ice hockey, two-fours, and maple syrup, their interest in gambling is a bit surprising. The Canadian gambling market, including real money online casino Canada websites, is inconsistent. What’s available in one province is not necessarily what you’ll find in another. We’ll help you navigate the jungle of regulations next.

Casino Online Canada Regulations

Initially, the Criminal Code of Canada had ultimate authority over all gambling. However, a 1985 amendment to the Criminal Code transferred power to the provinces.

Today, Canadian gambling laws, except for pari-mutuel (horse) racing, are legislated at the provincial level and run by each province’s Crown Corporation. This gives each control and responsibility for licensing and regulating the industry.

Each province has authorized one or more forms of gambling to varying degrees, which may include one or more of the following:

  • Video Lottery Terminals (VLTs)
  • Land-based First Nations or provincially run commercial casinos
  • Sports Betting
  • Lotteries
  • Online casinos
  • Pari-mutuel Racing
  • Charitable Gaming

Alberta Online Casinos

All gambling is regulated by The Alberta Gaming and Liquor Commission (AGLC), created in 1996. This entity licenses and regulates all gambling within the province. Online casino gambling is only permitted at playalberta.ca, run by the AGLC, to players 18 or over. Therefore, offshore online casinos are not legally allowed to accept players from Alberta.

The introduction of the playalberta.ca website was controversial at the time. The Stoney Nakoda First Nations and The Tsuut’ina Nations challenged the monopoly in court.

Visitors can often find welcome bonuses, like at offshore online casinos. However, these tend to be less generous.

British Columbia Online Casinos

The Gaming Policy and Enforcement Branch (GPEB) regulates all gambling in British Columbia, including online casinos. British Colombians must be 19 or over to participate.

The GPEB is also responsible for regulatory oversight over the British Columbia Lottery Corporation (BCLC), which oversees gambling, including casinos.

Initially, it offered slots, roulette, craps and blackjack, but later expanded in February 2011 to include online poker and sports betting. The site grew to include other Western Canadian provinces, including Manitoba (Manitoba Lotteries Corporation) and Saskatchewan (Saskatchewan Indian Gaming Authority (SIGA)).

Nova Scotia Online Casinos

It wasn’t until 1994-1995 that the Gaming Control Act of Nova Scotia was created. It established the Nova Scotia Gaming Control Commission and The Nova Scotia Gaming Corporation. The act established a regulatory framework for the regulation of online casinos. Profits from all gambling are used to fund services and programs as they are in other provinces.

In July 2022, Nova Scotia launched its first online casino, following New Brunswick, which launched in 2020. This required an amendment to the Nova Scotia Gaming Control Act, which was signed off in February 2021. Nova Scotians must be 19 or over to participate in online casino gambling in the province.

Ontario Online Casinos

Ontario is Canada’s most populous province, representing over a third of the total population. The main statutes concerning Ontario gambling are the Gambling Control Act (1992) and the Ontario Lottery and Gaming Corporation Act (1999).

The Ontario Lottery and Gaming Corporation (OLG) is the province’s Crown Corporation, falling under the jurisdiction of the Attorney General. It was created in 1975 and started by offering lotteries and, later, charitable gaming licenses.

The Alcohol and Gaming Commission of Ontario (AGCO) is the province’s gaming regulator. Lottery and charitable gaming players must be 18 and over, whereas casinos and facilities offering slots must be 19 or over.

However, playOLG.ca would continue to operate in parallel. The system was to be a hybrid model, the first of its kind in Canada, combining private and public channels.

iGaming Ontario (iGO) was created in June 2021 as a subsidiary of AGCO. Its task was to reach commercial agreements with private companies to conduct and supervise online gambling at online casino Ontario sites. The system involves a license and tax model.

It would be an exaggeration to suggest that the number of iGaming Ontario licensed casinos is on par with the number of Tim Hortons locations. Still, the liberalization of Ontario’s gambling market has been a boon, growing to over 60 licensed operators.

Québec Online Casinos

Espacejeux.com (Loto-Québec) is the province’s equivalent to Ontario’s playOLG.ca. It is a government Crown Corporation divided into two subsidiaries, established in 1969. This was the same year the Société des Loteries du Quebec Act passed authorizing games of chance.

Canadians can deposit or withdraw CAD at an online casino using multiple licensed payment providers. Although each has advantages and disadvantages, they are all fast, safe, and secure.

Credit Cards

Although credit cards can be a great option to top up a player account, there are a few disadvantages.

First, credit card withdrawals are often not possible at online casinos. They are not discrete because transactions appear on bank statements. Using a credit card requires discipline since you’re playing with borrowed money. This is also what makes them prone to abuse. A player must share their credit card details online, which, while rare, can theoretically be intercepted.

Instant banking

Instant banking methods are another common way of depositing to an online casino player account. This payment option is linked to a bank account, like TD, CIBC, BNS, BMO or RBC (or other financial institution) account. Its advantage is that a player can’t spend more than what he has in his bank account. Also, instant banking deposits qualify for welcome bonuses and other offers.

Interac

It is an instant banking method linked to a player’s Canadian bank or other financial institution. Online casinos that accept Canadians tend to accept Interac transactions. Creating an Interac account or sharing payment information with the casino is unnecessary, making it safer.

An Interac deposit takes seconds as the provider verifies sufficient funds in your bank account almost instantly. This makes it one of the best payout online casino Canada payment methods. Interac withdrawals are also possible from a player account to your bank account.

The drawback to Interac casinos is that transfer limits apply, depending on your bank or financial institution. This method may incur service fees, so checking your financial institution’s policy is advisable.

eWallets

eWallet transactions don’t appear on bank statements, making them more discrete than other methods. Plus, there’s no need to provide banking details online.

However, eWallets aren’t perfect. First, they need to be topped up with funds, which may incur service fees. Also, eWallet deposits don’t always qualify for casino bonuses.

Prepaid Cards (Vouchers)

Prepaid cards, like Neosurf, PaySafeCard or ecoVoucher, are commonly accepted at online casinos. They are another great way of controlling spending since it’s impossible to transfer more than the balance on the card. Transactions don’t appear on bank statements, so they’re also more discrete.

A significant drawback to prepaid cards is that it’s not ordinarily possible to withdraw funds using a prepaid card. Therefore, a player must use another method, such as a bank transfer. Also, voucher payments have lower limits than other methods.

The Best Casinos in each Canadian Province (land-based)

Land-based casinos in Canada generally offer similar table games and hundreds of slot machines, which may include some of the following:

Let it Ride Bonus PokerUltimate Texas Hold’emMini-Baccarat
3 Card PokerBlackjackBlackjack Switch
4 Card PokerCrapsRoulette
Let it Ride Bonus PokerDouble Zero RouletteEZ Baccarat

The slot machines may include progressive jackpots or mystery jackpots. Each land-based casino sets out to offer more than just a casino experience. For example, Atlantic Canada (Nova Scotia) casinos may offer lobster cuisine. On the other hand, casinos in Alberta, known for its premium “Grade A” beef, may offer juicy steak dinners.

Land-based provincial casinos typically offer player rewards, as do online casinos. These can include some or all of the following:

  • VIP hosts/hostesses
  • Entries into draws & promotions
  • Food and beverage discounts
  • Free-Play Slots

The location of casinos can also play a role in delivering a novel and exciting experience. For example, a casino in Québec may be purposely located in “ski country.” At the same time, one in Ontario may be situated in “cottage country” north of TO. Maritime casinos in Nova Scotia offer breathtaking views of Canada’s Atlantic coast.

Ontario Land-based Casinos

Between 1994 and 1997, three First Nations casinos opened on reservation land. These are Canada’s equivalent to tribal casinos in the United States, although to a much smaller degree.

The OLG manages over 25 land-based casinos and racetrack casinos, with the assistance of third-party operators who help in the day-to-day operations. Operators include Great Canadian Gaming Corporation and Gateway Casinos, which roughly split the responsibility.

Casino Rama

This famous land-based casino north of Toronto began operating in 1996. It’s located on Chippewa First Nations land and offers over 2,200 slot machines and table games. It’s also one of the largest First Nations casinos in Canada. It combines a casino, hotel and entertainment complex, offering an attractive package for visitors.

Woodbine Casino

Woodbine Casino is a racetrack casino in Toronto, also known as a racino. It was set up in 1956, offering 100+ table games and 3,500+ slot machines. The site is famous for hosting the Breeders’ Cup crown and The Queen’s Plate.

Québec Land-based Casinos

Québec has four government-run land-based casinos operated by The Société des casinos du Quebec. The first one, Montréal-based Île Notre-Dame, began construction in December 1992.

Casino Montreal

Restaurants include Le Montreal (seafood & grill), Le Pavillon 67(buffet) and L’Instant (déli & pâtes). It rounds out its offering with cabaret shows and musical evenings.

Casino Mont Tremblant

Casino Mont Tremblant is located in an exotic mountain village famous for its winter sports, including skiing.

Of course, it offers variants of classic table games: baccarat, blackjack, poker and roulette. Visitors can immerse themselves in hundreds of slot machines, including jackpot progressives. Its Bar Central offers musical evenings, free shows, party mixes and giant-screen sports events when you’re not gambling.

British Columbia Land-based Casinos

British Columbia has 21 casinos throughout the province and two racetrack casinos operated by the British Columbia Lottery Corporation.

Elements Casino Victoria

Situated on the beautiful Vancouver Island, Elements Casino Victoria is a casino, dining and events destination rolled into one. It offers over 770 slot machines, ranging from penny slots to five dollars. Players can also find blackjack, baccarat and poker variants, some with progressive jackpots. Visitors can enjoy dining at one of its three restaurants during their downtime. Additionally, visitors can experience added entertainment since the facility hosts live events, including musical guests and singers.

Grand Villa Casino

High rollers will be interested in visiting the Cypress Room, Lines Room or Privé Room for high-limit baccarat and blackjack. Visitors will also find several restaurants, including its signature Additives Steak + Fish.

Alberta Land-based Casinos

Alberta applies a charitable gaming model to the 23 commercial and 5 First Nations casinos. The commercial casinos are mainly based in and around major cities, including Calgary and Edmonton. Most offer electronic table games, slot machines, live table games and VLTs.

Alberta saw its first not-for-profit casino in 1975. First Nations casinos operate on native land under a charity license. Their casino locations include Enoc, Cold Lake, Calgary, Morely and Whitecourt.

Starlight Casino

Starlight Casino is a glitzy and retro land-based casino in one of North America’s largest and most prominent malls, West Edmonton Mall.

A differentiating highlight of the casino is its immersive “Replay Arena,” featuring 18 PlayStations covering baccarat, craps, blackjack, roulette, and Sic Bo.

Nova Scotia Land-based Casinos

Nova Scotia has just two land-based commercial casinos in Halifax and Sydney, regulated under Section 127 of the Gaming Control Act.

Casino Nova Scotia

Casino Nova Scotia opened in June 1995 at a temporary location in the Sheraton Hotel Halifax. In April 2020, it moved to its current home, a CAD100 million “Vegas-style”  casino overlooking the beautiful harbour in downtown Halifax. Caesars initially owned it before the casino was sold in October 2005 to the Great Canadian Gaming Corporation.

It offers 500+ slot games alongside poker tables and other classic games: roulette, blackjack, Ultimate Texas Hold’em and EZ Baccarat. The site is also an entertainment venue for live shows and has buffet restaurants, a bar & grill and a Chinese restaurant.

Casino Sydney

Casino Sydney is the sister site to Casino Nova Scotia, offering 270 slot machines that include penny slots. It’s operated by Great Canadian Gaming, like Casino Nova Scotia. Overlooking the gorgeous Sydney Harbor, it also offers e-tables, including electronic roulette and electronic blackjack. Additionally, players can find golf simulators, live music and the Celtic Junction Bar & Grill.
